Sharing this in case it's relevant to anyone here. A national law firm called Glancy Prongay Wolke & Rotter is investigating potential claims against Google for unlawful withholding of funds from developers whose Play Store accounts have been terminated.
The pattern they're investigating: Google terminates a developer account, freezes the remaining balance, and developers can't recover the money. Appeals get automated responses with no resolution.
