Help converting ARM64 APK to ARM (for older phones)

I would like to get a quote from someone to convert an ARM64 APK to an ARM APK (which will work on older phones). *If this is even possible.

1. Use an older API level
2. Remove package includes that can't be used on the lower API levels
3. Create a workaround for the lack of includes (or ignore :))
4. Publish your package

  Can you help me? Because i am trying to convert Football manager 2020 Touch from arm64 to arm. I purchased the game to mainly play it on my Pixelbook (chromebook) as the version FM19 touch was running fine but now the FM20 doesnt install.

    You need the source code. You cant convert an existing package.
