I am looking to improve out hero message in our site: www.apyhub.com. Currently it is:
Build What You Want To, Not What You Need To
Focus on building value; for the rest, tap into ApyHub’s ever-expanding list of software utility services.
I feel that we might not be self explanatory for the public: what we basically want to convey is that we offer software utilities as a service, for developers.
What: software utility services (offered as building blocks)
Whome: developers, engineering teams etc.
Why: leaner apps (no code bloat), save time, compliance etc.
Feel free to vote one of the options of suggest your own?

I'm being a bit literal, not saying use that exact statement (although it seems ok to me), but making the point that the core of what you want to say is already there.
I voted for number 3 (even though i'm not sure what it means - i assume the target audience will) as it's the cleanest and simplest.
That said, as a copywriter i wouldn't have come up with that, because i don't understand what it means, so the caveat, is as long as your target audience understands what that means.
You could try something along the lines of...
Software utilities as a service.
Functional building blocks for developers that love leaner apps
The others need some fine-tuning.
