HIPAA and PIPEDA - need advice

For the last year, my team has been creating a service Teplo.app to find a psychologist and counseling in a chat format. After the war in Ukraine has begun we started to provide free consultations.
At this point 99.9% of all our consultations are non-commercial. So we decided to explore new markets in Canada and US. The main challenge to operate there is to be compliant with PIPEDA /HIPAA.

Maybe some of you have experience implementing those compliances, or you have answers to some of these questions:

1. Is it possible to be compliant without spending tons of dollars on lawyers and certifications companies? DIY?
2. Is there any structured guides or templates on how to follow PIPEDA /HIPAA?
3. Can you recommend any alternatives to Google Firebase that will cover at least a functionality of Firestore and Messaging and will be compatible with PIPEDA /HIPAA?
4. Маybe you can share your story of implementation, some cornerstones, or potential blockers?
