How can a simple bot fight against scammers in Telegram?

A few weeks ago, I decided to buy cryptocurrency. After registration on one of the exchanges and joining their telegram group, the problem was founded. I decided to contact the administrator of this group and asked him for assistance. A few minutes later, a person who has introduced himself as the administrator of the group, contacted me and kindly agreed to solve my problem. I answered him, and we began a conversation. While talking, he offered to go to their new site and get a bonus of 30 percent. After looking at the site's link, I realized that this was not an official site, actually, it was a phishing one, and this person was a scammer. Unfortunately, this was not the last case. After several times, another person contacted me with a help offer, the situation did not change.

Besides me, there is such kind of groups with more than 80,000 people. I tried to report a scam account but, unfortunately, the possibility was not founded. Then I came up with the idea to create a bot that could ban such scam accounts and warn other users. But how can you discern a regular account from a fraudulent one?

Spam is easier. The purpose of spam is to write a vast number of messages to such groups. It is not difficult to calculate them by patterns. The usual captcha will help weed out most of these bots.

The scam is more difficult. According to my observations, most scammers do not write to groups and do not offer anything in front of everyone because of the reason getting banned. They are more cunning by watching what chat participants write and then they are able to PERSONALLY write a message to them, usually posing as group administrators. But what If the members themselves will report a scam account, and if the fraud is confirmed, the bot will block them in all groups. The solution is straightforward. My questions are more than answers. I'm not still sure if people need such kind of product, which solves a significant problem. Despite that, this project is not commercial.
