Here's a list of 20+ communities and channels that would generally be a good fit for your target audience. You should also consider joining Pioneer - every week you get 20 eyeballs on what you are working on, plus many more if you hit the leaderboard, or do the live stream.
Re: not being spammy - this is where many people get things wrong in my opinion. Join these channels and communities with the goal of being a good community member first, and sharing insight and content that solves headaches or answers questions other members have. It's more of a longer-term investment than just blasting out links to your product, but more sustainable. If you are a good community member people will find the thing you are working on.

Yeah, don't try to sell. Just tell them the story behind the tool, why you decided to make it and what it does.
