I would say lower the limits of the free tier like 5 forms and 250 submissions. Also on the pricing page emphasize what else customer is getting switching to the paid plan, besides the number of forms and submissions.

Also curious, does pricing like $32.5 ever works?

There should be a clear pipeline of how you push the user from free to paid one. Do you have it described?

Overall your landing page is really good, very clear and understandable. I think personally that your free tier has way to lenient limits, I would try lowering these limits for new sign ups to 2 forms and 100 submissions and compare how many of these upgrade compares to the old limits.
