How do I grow a developer community in a technologically inadvanced country /?

I have a problem that has been bugging me for some time and would highly appreciate your input on it --
So this is a situation that I have-
I was born in a small country landlocked inside South Africa - called Lesotho ; I am a passionate web developer , with a few years of development experience. I wish to see more people in my area become more aware of recent technologies and possibly start building great things with it . I wish to see growth in my country's developer community . But my country is poor - very poor , it lacks resources and it has a one of the worst educational systems. This doesn't deter my wish for a strong developer community. If I have learned what I have learned - I believe other people could too.
Is it possible for one individual (me in this case) to develop and grow that community /?
Great question, But I think many here incl. me can only provide subjective answers.
Assuming access to computers, Internet itself would be low, I feel first place to start would be educational institutions i.e. schools and colleges which have access to computers and Internet.
I'm sure teachers, professors would be eager to provide more than what they currently can to their students and so start by volunteering to teach. See if your Govt. or NGOs would offer any form of support for your activity.
If this happens, then slowly but surely you'd be able to expand your network of developers while changing the situation at ground level. All the best.
@codePrudo It's a hard process but it's absolutely possible!
You should try teaching people around you one on one. If zoom or google meet type things don't work, conduct physical meetings or meetups where you teach them stuff.
It's a slow process but over time, you might just be able to create the impact you are aiming for! Wish you all the best buddy!
