I've seen a lot of LinkedIn plugins/apps like Taplio or AuthoredUp that are building on top of LinkedIn.
But how do these apps get access to the data / endpoints of LinkedIn? As far as I know, it’s pretty hard to apply for official LinkedIn API access.

"pretty hard" - yes, I noticed the same for WhatsApp API. Still, got through the steps in a weeks time I think.
applying is always worth a try, but it seems that LinkedIn rejects most applicants :)
It is not hard, you need to signup for linkedin api and have an account , what is more difficult accessing the api is other modules such as marketing as LinkedIn needs to review. But still depending on the use case and if you clarify and insist you can manage to have access. I built scriptu .io using linkedin api i am sure you can access aswell.

There's an alternative by using make.com, which uses has access to many LinkedIn endpoints, but it's not that cheap
