I build it in React + redux and I am deploying it to Google App Engine with Cloudflare in front to drive down costs to almost zero.
Currently I only provide some information for fellow developers on the site, as well as a sign up form. The form triggers a Google Cloud Function which in turns put the email in a list on Sendgrid.
It might sound rather confusing, but is actually rather simple and quick if you know the steps.
I am thinking about writing an article about it, if enough people are interested.
But there are tons of much simpler and quicker solutions, some of which are already posted in the thread. Mine took about about a day of active work and maybe a half of inactive work.

No worries! Seems like the images disappeared after I hit publish though. Maybe an IH issue.
I used Adobe Illustrator, but any vector based program should be just fine :)

Is cloud flare even necessary? I thought static content is cached through google's cdn anyway, as long as you put it in your app.yaml rather than serving through your python/go/php/java instance?
The free tier is pretty generous.
I think Google charges for their CDN, whilst cloudflare doesn't. Care to explain how I would enable the CDN though the app.yaml?
Either way, I would say that almost nothing of what I did was necessary :P But I saw it as an opportunity to learn how to setup stuff I haven't setup before. Such as Cloudflare, Google Cloud Functions and Google App Engine.

I like launchaco and carrd but I usually just wind up getting inspiration from both and then put up a simple page myself
Why hasn’t anyone suggested WordPress yet? I’m legitimately curious, I always thought that was the industry standard.
I think the OP meant a single page, rather than a full site. Wordpress is a full CMS wheras most of what is being suggested just gets you a nicely deigned homepage to capture an email address.

Several email marketing service providers offer landing pages so you might want to consider it too, like mailchimp.com or mailerlite.com I know, it might take some time to get your account verified, but it's worth it - their landing page builders are just great. You can actually sign up and try it out - it's free for both providers.
If all you need is to collect emails, remember you can always put up a static HTML page on GitHub and use either GitHub Pages or Netlify. Use MailChimp or similar to just embed a simple HTML input box for emails, and have that POST to a MailChimp list URL.
I do this for https://www.seamless.cloud and it works great. Free SSL on a custom domain for a static page.
Bunch of really cool tools these days, but my dead-simple go-to is still Wordpress + a page builder (Thrive Architect, Elementor, etc.).
We made a real webpage from scratch but used Semantic-UI which really sped things up. (https://disten.se)
Can recommend Semantic-UI for sure except for the fact that they don't make a collapsible navbar which is disappointing.
I always start with a template that has some of the core functionality that I want or need. Then I build my own style and functionality around that so the finished product is quite a bit different from the template but it gives me a place to start. I look for a starting template that is super light without any library dependencies.
I don't know why but I can't start UI heavy work from scratch, it never turns out well.
Depends on your skills. If you can't build your own you can go with service like Instapage, Unbounce, Pagewiz.
If you have skills to build your own, then you can build it from scratch or use and customize themes from Themeforest (usually I prefer this way).
There's a couple of options. You could go with a website builder such as Squarespace, where most everything is plug-and-play. If you go that route, I definitely advise against Wix, it's super buggy.
If you have the technical chops, you can also roll out your own using a static website generator, such as hugo or jekyll. It's much cheaper and more customizable.
Personally, I use Hugo :)
