I'm looking to do fullstack consulting work to help support myself while I bootstrap my project. How are others finding consulting work? I know the usual response is reach out to your network but are there other methods you recommend?
If you’re doing development then consider applying for remote working jobs.
Otherwise, I’m going to give you the same answer: network. Build a list. Contact people on a regular basis. Refine what you are offering and try to make it unique. Consider a niche that’s in demand, like porting iOS to android, or building product analytics. You can create brand around this.
When building your network, ask for referrals of who else you should meet. Coach them on what you want. Never leave a call without at least 1.
Stay in touch, but don’t be boring. Have something to offer. Create discussion and engagement. Send them something interesting about their business. Engage!
Focus on who is going to refer you. Networking with other engineers often won’t get you a lot of results: it’s competitive. Who are the service providers up or down from you? Get to know them. Refer them work, and they’ll refer in turn. Pay it forward.
It takes time, but it works.

Going off from what @Martyman said, I like to think of Sales exactly like Search Engine Marketing. Your best case is going to be off from organic referrals and leads, but there is still the opportunity to do paid advertising to win leads as well. I've found that I've continued to get more side project opportunities as I've dug in more in my current full-time dev job, and I directly see that rising as I become more experienced. Your experience and skillsets carry through different networks naturally.
With what you're looking for, I think you have the opportunity to start building that organic network, and you also have another opportunity to test out avenues of paid advertising. Come up with a solid strategy, a solid personal or corporate brand for yourself, and test different avenues with small amounts of money.
