Typically: In my area, the type of food I am craving, then maybe look at rankings and menu online.
Sometimes: A person I know will recommend a place.
New places? Loads of places within 20 minutes in Tokyo. I use the methods above.
There was a cool service hotpepper in Japan. It used to do the first then give you a coupon to the store that you would not normally go to. The 4 star one vs 5 star. But I think they stopped doing that and only do reviews and menu now and have restaurants pay for top spots.
