It's unclear what a job site is. A site like upwork or indeed?
Assuming it's a job board like indeed.
You don't need seekers or listers as a first step. All you have to do is to find those open job positions from other job boards and copy/paste into your site. Market your site via paid ads, be active on communities, lure interested people.
After getting enough visits, you can either charge listers for premium features or simply generate revenue through ads and sponsorships.
