I'm an UX Engineer from South America. This is the region where more and more companies from USA and Europe come looking for professionals to help them grow.
The big problem is that a huge amount of intermediaries have appeared who are only concerned about keeping their part of the investment, worrying little or nothing about the quality of the software. They are HR consulting firms, not software companies.
What experience have you had with this, and how have you solved your team growth needs?

It's a transition.
If a feature that needs to be implemented once to get it to work and not worry about it, you can accept a product that's barely working. The architecture and implementation could be terrible but as long it gets the job done, a lot of non-tech firm will do this (since they don't know better).
If they really care and have the resources, they probably should build their own team, either local or remote. But that they must have resources and it make sense to have value to invest continuously.
