How many BETA signups should I be getting before I launch the BETA?
(It isn't even built yet)
I know the answer is going to be "As many as you can" which I obviously completely agree with. But what is the target number that it should be?
It’s really hard to come up with a target number because it’s more about where these beta signups are coming from and how you take advantage of their interest. Are you planning on just emailing them when you launch? Are you emailing them right away and setting up phone calls to better learn about their problems and how you can solve them? If it’s the former, then expect the conversion rate to be pretty low (< 5%). I’d say never wait until you hit a specific number. If you can launch, just launch.

Ideally they’re signing up for your app because they have a problem that hope your app solves. So ask them some specific questions about their experience with this problem. Let them know you want to build your app with their thoughts in mind so you can make it as useful as possible. Let them know they can reply to the email or if they’d be up for a phone call you’d super super appreciate it [insert link to calendly so they can book a time]
10 people that are super excited and messaging you about when they can get access is better than 100 passive emails submitted in a form. I know there's different realms of thought here but I anyways say launch asap

It depends on what you are building. You can already contact those who signed up for a few questions. You can ask them things like "What features are you most excited about?". It should give you a good idea of what your MVP should be like, and from there you will be able to understand what percentage of the users will find the MVP useful. Further, how many of them will stay, pay, and get you to ramen profitability.
I agree that numbers are a problem at this point but you have to come up with something sooner or later. If you want to make it bigger you need a plan and predict future users and income. In my opinion, as soon as you know where you want to go with the final product, a business plan and finance plan can help you stay in track, also regarding users.
What I found out after doing research for our venture, I came up with the target of at least 100 beta users, meaning people that are really using the beta product. With their feedback we can then go on.
