How many users should I reach with an MVP?
Just like many of other developers I am terrible at promotion. I built a few projects in the past only to see them never used or seen. SEO optimization had no noticeable effect at all. I had like 5 visits in a year. So at least I know that does not work by itself. I am thinking about spending some money for promotion of my MVP's (minimal viable products).
I have no idea how many people should have visited my MVP project before making a decision to abandon, continue or leave the project as-is.

If you have no users to talk to before you make the thing... I'd recommend that.
Find communities who are actively looking for a solution to a big problem.
That way you never have "0 users" You'll talk to 10 people , build it for them and have 10 users, or you built the wrong thing.
That's probably a smarter approach than SEO. I'll do that for my next project ;).

Targeting the communities I am currently a part of is probably a bad idea ( they're exclusively developer related communities ).

Not sure if it's the right question to ask.
In your MVP stage, you should go for quality instead of quantity. Once you validate your idea, go full speed.
The downside of going too fast in the beginning is that it's hard to tell if you're doing the right thing. Focus on a small group of loyal users.
