How much do you think it costs to prepare a marketing tactic?

Hello guys! I am posting in the "Growth" group as my question is aimed at Growthhackers and marketers. I want to hire someone like you to work with, but I don't know what the right rate will be. At DigitalFirst.AI, we give users marketing tactics presented as the simplest implementation instructions. We've already created 100 such tactics, but scaling this list is too slow, so we want to hire growth hackers to help. How much do you think it costs (time and money) to prepare a marketing tactic in such a scheme as in main graphics above?
How much fee would you add for the transfer of copyrights, and how would your approach change if the tactic was not generally available, but hidden behind a paywall, from which you would receive micropayments, 100% of profits yours?
