Defining your audience circles helps develop a content plan to grow a highly involved audience.
Think of your buyer persona - and then of two or three closest people to them with whom they often communicate.
Your content should not be focused on the buyer persona solely. Try to put yourself in the shoes of the people you're writing for and think about what problems they solve daily, and with whom. Aim to involve those people as well.
I've seen it work in niche outlets, for example, green media or local cultural sites.
I guess it might be somebody's theory from economics, but not sure.
Although I see also a different approach, critical of targeting the buyer persona, largely because it's often hard to understand what people want from your place (because of lack of data, lack of more granular data, and the like).
