How to build a network of business development partners?

Other than synergy and affiliates, what are other ways to build a strong network of business development partners?

I have this growth strategy for my startup and I would really love to do a structured experimentation on it, to test it out and see if it will bear the desired fruit. For that reason I'm looking for indie hackers and potential partners to do this with preferably entrepreneurs and business owners from US or Canada in the ecommerce and ethical consumer niche.
