How to cold outreach agencies for a dev infrastructure product?

Hi, I’m currently working on a project that already has some clients, but I’m having trouble scaling up sales.

I was able to onboard the current clients because they all know me personally—in other words, the connections were already established. I also managed to conduct about 20 interviews, during which people expressed interest in the project and provided useful feedback (both positive and negative), but in the end, I wasn’t able to successfully convert them into customers (even with free demo access).

My project is an infrastructure for web applications (not just server hosting), so I think I should focus on agencies that develop web applications or on freelancers. But I don’t know how to reach out to such people on a large scale.

How would you handle this situation? I’m thinking of trying to hire a salesperson for a small fixed salary plus a percentage of sales, but I’m not sure if that’s a good idea.

    I’d probably narrow the outreach even further and target agencies already serving the exact type of apps your infrastructure helps most. Broad agency outreach is usually hard, but once the pain is very specific, the message becomes much easier to land. What kind of web apps are your best-fit customers building today?

    this usually becomes easier once you narrow beyond just agencies and focus on those already dealing with the specific problem your infra solves. broad outreach to all agencies feels cold, but if you start from ones using similar stacks or engaging with comparable tools, the conversation becomes much more relevant. that tends to scale better than hiring a salesperson before the targeting is clear.
