How to deal with a unfriendly business environment?

I live in is an extraordinary country for art, food, and landscapes.
But when it comes to business, it’s a maze: high taxes, endless bureaucracy, and zero real culture of business friendship.
So here’s the simple question: is it worth staying stuck in a system that holds you back… or building elsewhere, where rules are leaner and merit actually matters?
Personally, I’m no longer interested in just “making revenue.”
The metric I track is cashflow: consistent, free income that lets you choose how to live, every single day.
And here comes the provocation:
Would you rather have €1M in yearly revenue or €3K/month in steady, reliable cashflow?
