How to find a business partner when you're broke

A while ago I've started my business as a side hustle doing contract jobs and freelancing while in highschool. I've been solo and doing decent but I hated the level of work (hours) I had to put in would scale with how much money I would make ( plus there's a limit on how much hours I can work ).

This is when I decided to go into SaaS and started to work on a project Artifacts Pro https://artifactspro-join-beta.herokuapp.com which is a revision control software for documents.

I've been putting in the work to brand and market my business but it has been difficult because I'm technical oriented. So I'm looking for a business partner for the long run with skills in marketing and branding. But I don't have enough money to do so : (, I'm also in my last year in high school so time management would also be a consideration with this person.

Sorry for the stretch but basically I'm asking how can I find a business partner with the skills I need, how to compensate them with equity etc, and should I look to friends or family, etc.
