I'm about to outsource the building of an app and are looking for one amazing freelancer - and then it struck me:
How do you really go about finding the people which are the best?
Usually you have to know people in the city, but is there any other way? The world is more global than ever after covid and I wanna hire a developer in Europe, not in my country Sweden.

I think that this is more complex topic. The real issue is to find the best for given price.
Many meetups have gone online during the pandemic. You could join tech meetups in other countries and talk with the organizers. They often have a sense about who in the group is good at what they do.

Try typing the name of your technology into Google along with "conferences" or "meetups". For example, if you search for "meetup.com python", it should lead you to this page: https://www.meetup.com/topics/python/
