A boiler in an East Orange apartment building rarely fails on its own. What fails is the distribution around it. In a one pipe steam system, each radiator has a single connection carrying steam up and condensate back down the same pipe, with an air vent on the radiator and larger vents at the ends of the steam mains. When tenants on one line roast while another line stays cold, the usual reason is venting. Main vents clog or seize shut, steam takes the path of least resistance, and the far end of the building never fills. Replacing main venting is ordinary work with a large effect, and it costs a fraction of what people assume the fix will be.
Two pipe systems put a steam trap at every radiator outlet and float and thermostatic traps on the mains. Traps are consumable. When the element in one fails open, live steam pushes into the dry return, and everything downstream behaves badly: overheated apartments, wet returns, banging, and fuel use that climbs with no change in the weather. A trap survey across a building is unglamorous and it is often the difference between a plant that works and one that gets blamed unfairly.
Pressure is the other thing we check early. Most small building steam systems are designed to run under 2 psi, and plenty of them are found running far higher because a pressuretrol drifted or was set by guesswork. High pressure does not push steam farther. It slows venting, worsens water carryover and wastes gas. On hot water plants the equivalent adjustments are outdoor reset curves, circulator sizing, air elimination and a working expansion tank.

Very little of East Orange's pre-1960 housing was built with ducts. Radiators heat those apartments, so there is no air handler, no plenum and no place to add a coil. That leaves three practical paths to cooling, and they are not equivalent.
Window units are the cheapest and the least efficient, and in a building with old wiring they add up fast on shared circuits. Through the wall sleeves and packaged terminal units, common in mid rise construction from the 1950s and 1960s, are worth keeping alive when the sleeve and the wall opening are sound, because replacement chassis drop into the existing sleeve. Ductless mini splits are the real upgrade. A single outdoor unit feeds one or several indoor heads through a small refrigerant line set, condensate leaves by gravity where the pitch allows and by pump where it does not, and the whole installation needs one three inch penetration per head rather than a duct chase.
The work in an older masonry building is in the details. Line set routing has to respect maximum length and vertical lift for the equipment selected. Penetrations through fire rated assemblies have to be sealed correctly. Condenser placement is a real question when the rear yard is small and the roof belongs to the building owner, and units mounted on brackets need clearance so they are not breathing their own discharge air. Electrical service in a pre-war building is often the limiting factor, and we check available capacity before promising a multi zone system.
Ductless equipment is also a heat pump, which matters in an apartment where the tenant has no control over a central boiler. It gives a room its own heat source without touching the building plant.

More than a quarter of the city's housing sits in buildings of two to four units, and those are their own category of job. Some are heated by one boiler with the owner paying the fuel, some were split into separate systems per floor, and quite a few carry a mix that grew out of decades of partial upgrades: a 1990s furnace on one floor, a converted boiler on another, a water heater sharing a flue with both.
Venting is where that history causes trouble. An atmospheric boiler and a gas water heater common vented into an unlined masonry chimney work because the boiler keeps the flue warm. Replace the boiler with a sealed combustion condensing unit that vents out a sidewall in PVC, and the orphaned water heater is now trying to draft a chimney sized for two appliances. Flue gas condenses, the liner deteriorates and combustion products can spill back into the basement. The correction is a properly sized stainless liner, or moving the water heater to its own vent. This gets missed regularly, and it is one of the first things our technicians look at after a boiler swap.

The heating side dominates, which is why the boiler is the center of gravity in this city and the air conditioner is the accessory. It also explains why an oversized cooling system fails so visibly here. Summers are humid, an oversized condenser satisfies the thermostat in a short burst, the coil never runs long enough to pull water out of the air, and the apartment ends up cold and clammy at 74 degrees. Sizing comes from a Manual J load calculation, not from a rule of thumb applied to square footage.

When a 60 year old boiler in a 40 unit building starts leaking sections, the choice is not simply new or old. Replacement capacity should follow a measured connected load, usually by counting installed radiation, because the original boiler was probably sized for a building with single pane windows and no insulation. Dropping in the same input rating repeats a mistake made two generations ago. On a steam plant the near boiler piping has to be rebuilt to the manufacturer's drawing or the new boiler will produce wet steam and never reach its rated efficiency. On a hot water plant, condensing equipment only condenses when return water temperature stays low, which means outdoor reset and honest attention to the emitters.
