🔮I need your wise advice

Hello to all makers, my apologies for my bad English.🙈

I'm in the wave of making money online for more than 10 years, all my business has revolved around SEO (making websites for myself or running client's websites) I've also had my experience in copywriting based business and email lists with infoproducts sales, the latter more as a monetizable hobby than as core business.

The thing is, years ago I had an idea to set up a kind of platform to connect advertisers with content creators (something similar to the link buying platforms between media and advertisers). I hired a programmer, partnered with a guy who had contacts and after a lot of work and melting my savings I abandoned the project, I didn't have enough experience and things were not clear.

But the idea has been in my head ever since, it is useful and solves a concrete problem.

So I'm thinking about going back to it this time with the experience of these years. But since I think about it, I have many doubts.
Do I hire a developer? Where do I find someone to develop this, right now I have no liquidity? Do I look for partners? Do I look for investors?

or (this idea seduces me more) I try to build it myself with non-code tools?

and (above all) do you recommend any no-code tool with wich I can build an early version? Like users sign up and the internal directory of items…

So, any advice you can give me I will be very grateful.
