Idea - Buffer For Web Ads

Essentially a web app that:
1.) Posts ads at the optimal time on the right medium (Google, LinkedIn, Twitter, Facebook, etc) based on the target market/network/connections.
2.) Helps you pick the most effective ads or ad words based on target market and the most cost effective (not already bought up by competitors).
3.) AI/ML that suggests/writes your ad content based on what is successful in the past and for other ads (future feature).

Background: I've looked at LinkedIn ads because I believe that is the most effective for my product and marketing dollars. There does not appear to be a simple "write some content, post an ad" advertising option. So, I think there is a huge opportunity for a simple, one-click ad solution for indie hackers, startups, and small retailers who do not have the in-house ability to understand the options and leverage the best one.

Maybe this already exists? Maybe someone here wants to do it? All I do know is I don't have the time to be an expert.
