Idea: Twitter Follow Reward Site

Idea here i'd appreciate validation for:
How about a site where (after signing up with gov't id to prevent spamming accounts) you can get paid for your follows. So someone can go on, depending on the number of followers they have, their "follow" of someone else is worth more and more as their own followers increase. So if you have 1 follower, your follow is worth 1 cent for example, but if you have 100 its worth 5 cents. People can pay to have people follow them based on how many followers they want or which accounts they want following them, and people can market their accounts.
