Idea Validation:-Platform to find new contributors for your stale projects

I am working on an web app where project owners(GitHub Repos) can find new contributors for their projects. Most of the time, original authors of projects gets busy and don't spend enough time on their project. Because of that project becomes stale and community lost interest because of that. Its hard to find contributors and process is hard for contributors as well if they create issue on GitHub for showing their interest.

This will help revival of projects. Same happened with APIDOC. It's author stopped working and I had to contact him many times to give me permission as contributor.
