I'm looking to make some iOS app improvement and a CV API integration. Where should I go to seek these resources on a tight budget?

The truth is, I'm very wary of agencies overseas as I've had some bad experiences with them in the past. I'm trying to look for a freelancer who can turn into a long term partner with shared equity down the line. Been looking on Upwork but it's a sea of options.

Wondering if you all know where I should look for more referral-based resources?

I'm also happy to trade skills with my user experience and product design chops (thu.do)
