So i would say it depends. The more image unrelated a topic is (i.e. serverless logging) the more useful it gets, so then i would use it for inspiration.
I might would be willing to pay a really small amount for an image like $1 for unlimited usage rights.
The tool would not have a repository of images to sell, but use gettyimages, Shutterstock and co., based on ideal content identified.

So you'll want to figure out exactly how it will work. Will it scan content? Will it be a WordPress plugin? I love the idea, and even for my own website at https://confessionsoftheprofessions.com, people submit their articles and I scan the content for a few keywords, particularly in the headline, subheadline, and first paragraph, and I kind of get the idea for an image in my head.
I have to go searching DDG or Google for the image, save it, compress it, and upload it to my website. I tried to install Pexels but it wasn't working for me, so I quickly lost interest, and went back to my old ways. I could definitely see a use for it.
I'd love to insert my article and either have a WordPress plugin scan the content for me and choose about 3 images based on what it found in the content. Or I'd even accept something like an external site that I can enter content into and it would package those images into my content and let me download it. That'd be pretty cool.
So about pricing: I'm a cheap bastard. I love free. If I can't find it for free or it doesn't do what I need it to do, I am the type of developer that creates my own version, and resells the services as a SaaS as I also use it.
As I get older and I want people to value my work, I'd have to say that I'd love to see a free version with it, but I'd be willing to pay for something that is useful. Either per image or a subscription package for like $10 or $15 per month. So you are definitely on to something. Don't let people who say, "I'd only pay $1 for that..."
It's like, "Okay, go make your own sandwich then. My price to make you a sandwich is $10. Pay it or don't." So yeah, if you want to charge $99 for an enterprise plan, know your value and know your worth and value your damn time. You'll get those who will pay you. But just do your research and understand your market and HOW TO MARKET your service.
Since I've been running the website for almost 7 years now, I'd say the most thing I'd want to look forward to and something that you might want to make ideal as your marketing focus: the time it can save.
As I said, I have to go to a search engine, spend at least 5 minutes searching for a photo that closely related to my content. I then have to download it. I prefer JPG versions of all images, so I have to use another tool I created, https://pixle.cc, to convert it from PNG or WEBP to JPG. I have to resize it to about 600 as that is what I like my images to be at and find it a good size for all screens while also saving tons of space and bandwidth on my CDN server since the size is smaller. I have to also rename the file to something that relates to the content keyword, so that it is better for SEO. This whole process, of "processing articles" takes at least 10 minutes. Doesn't sound like a lot of time, but when I have 20 articles to process... that's nearly 2 hours I'm spending just choosing photos.
