Improve project management

In the last 12 years and a lots of projects i realised, I have made the experience that many people (no matter if agency, industry, etc.) struggle with the project management of software projects.
The project leaders/project managers/product owners either come from the business side or simply have no technical background, so that the technical understanding is missing.

Accordingly, the idea is to start here and improve knowledge. We need to find out what this could look like in concrete terms. Currently, I am in the process of defining the target group more precisely and understanding the concrete need.

Target groups
On the one hand "classic" product owners, who are mainly found in (larger) software/IT projects.
On the other hand, employees from specialist departments who have been assigned such a project or who have the impulse to start a project themselves.

Now there are the exciting questions:

1. Should one separate these two target groups to start as pointedly as possible and which is the primary one?
2. Are the technical requirements too specific for the respective area of application? In other words, what are basic technical requirements that I need to understand as a PO and what are product-specific requirements?

From my point of view, the focus must be strongly on supporting the project managers. Classic training and continuing education courses often only cover theoretical basic knowledge. As a rule, this is of only limited help in practice. From my own experience, I can say that it helps me a lot when I exchange ideas with experienced people and when they challenge me with tips, advice and experiences.

Possible approaches are: Training, coaching, masterclass/sparring for product owners/project managers/project owners.
