In the product discovery phase, how do you get customers to respond for informational interviews?

Before you have a product that can provide value to customers, how can you get potential customers in a market you're interested in on the phone?

I'm reaching out to founders of companies in areas I think there's an opportunity, but not getting good response rates, because there's not much value in it for them when I'm not selling anything, but just need information.

How do you get these potential customers to respond?

One way to get into contact with potential customers is to offer consultancy services rather than a product.

Also, you might just be reaching out to the wrong people. The founders of companies are in general not necessarily those that experience the problem the most. Get somebody else in the organization who then can vouch for you. They might also have more time than the founder or CEO of companies to explore new opportunities.
