Increasing Job discoverability

A founder friend of mine was recently hiring a developer for his startup and the biggest problem he faced was that the number of applicants was very low. That got me thinking, how do you increase the discoverability of your vacancy? Do you post on Indeed, angelList or use a service that posts to all of them?
