https://writerack.com/ is doing it and I guess many other do. Also I'm wondering if it is not possible to do something like that with Tweetdeck (including the thread part)

I use threads. I think it would be useful.
Also would be nice to be able to give it a blog post URL and have it create and schedule the threads.

Sorry not a huge twitter user but there is Buffer which does scheduled posts though I'm not sure how that differs from threads.

No, but I mean Twitter THREAD schedule. That services only allows schedule tweets.
Ah, sorry. Watch out for exceeding Twitter's ever-changing API limits there, you may need to throttle the tweets.
As an aside, as soon as your app becomes useful the established players will implement your feature, I don't see a big future in it. Still, this wouldn't be the first time I've been wrong.
