Solving your own problem is what a lot of Indie Hackers would suggest when it comes to idea generation.
If that's the case, I have some short-term problems. For example, in the midst of the lockdown in Shanghai, deliveries become difficult.
It started with a few food delivery platforms being unable to deliver. Then all of them just simply crash due to the amount of traffic trying to order food.
Now the entire Shanghai relies on their community and neighbors to bulk buy, or in some cases, they just pray that government will send them food.
Things like this would eventually end(hopefully), but I always feel that I could do a better job at being prepared for this kind of situation.
Is it worth it to invest my time to try to build something that's unpredictable and (hopefully) not long-term?

I think is depends on how much time/money you'd need to put into it. While there is some time sensitivity with COVID ... there will likely be other human pandemics and your product might thrive then.
last year's summer, in hotel quarantine, I was building a website called quarantinebuddy, for people to share their quarantine experiences. But I abandon that project because I thought the pandemic is coming to a close. Then, here I am in another lockdown.
Not directly related to Pandemic but on one of the major impacts due to pandemic i.e Cyber Risk Management . Due to pandemic the remote working has increased and which caused more cyber attacks, data breaches etc. Therefore businesses turned to Cyber Insurance for buying the policy to atleast cover the post cyber attacks damages. And Cyber Security matters for businesses and individuals. But unlike the other areas of Risks, Cyber Threats are also not easily assessed and Insured. CyberInsurify is changing that. I think it'd be with it to see the kind of impact you can make. Small focused projects like these can make a huge difference in the communities they focus on. If nothing else, you can also learn from the experience of building something hyper local.

economically, this niche has a time limitation. so if your profit can recoup your investment, then it makes sense.

If "worth" for you is related with money then no, don't do it.
If "worth" is related with "helping the community" kind of feeling then yes, they will remember any kind of help you can do for them at this moment.

I can't even imagine what an unsurmountable challenge this must be for a country with 1.45 billion people. Hypothetically, an innovation that would help the government manage things would be great. Of course, the practical viability of this, I doubt highly.
yea, it's pretty challenging. There is some covid-related software on the government level. For example, there's a wechat mini-program(app within wechat) that let you check when your compound is supposed to get out of quarantine. But it's highly inaccurate at the moment.
