Is it better to market yourself as a consultant or a company/product?

Hey!

I freelance as a web design consultant and I'm trying to reposition how I market myself.

I'm wondering if it would be better for me to market my services as a product/company instead of as an individual consultant/person.

My current target audience is small business and non-profits, but I'm trying to go bigger and market to startups and larger companies, as I believe there is more consistent work there.
