Is it legal to offer free files from other sites?

I have an idea for a website. I noticed there are these spreadsheets that are shared in a certain community. I want to centralize these files on a single website. Can I legally download these files from multiple sites and offer them on mine?
You’d probably want to reach out to the creators to get permission or see if there is a terms of service. It’s also an opportunity to get creators to promote your site! Give them credit and let them know when your site launches so they can share it.
