Is it possible to develop an idea on Mars?

I want to ask you a question, absurd but that reflects in my opinion, many realities on this earth.

There is a colonizer on Mars, is he and a few others.
He has an idea, an idea for a digital service that he believes with all his strength, it is a service that could be useful even there on Mars, but he is not a developer, he does not have much money, the only things he has are a computer, an internet connection and some potatoes .... otherwise he would be dead already...

In what way could he realize this idea ?
