Is it worth to pay $99/year to join Apple Developer Program just to publish a Safari extension on the App Store?

I'm building a free and small browser extension called "Meta Random Search": https://chrome.google.com/webstore/detail/meta-random-search/lbjojakdjggbdpnnockgkbnbkgenfknj
I would like to make it available for Safari browser but it seems I need to pay $99/year to join the Apple Developer Program.
I could this expense as a kind of Marketing expense but I'm not sure it is worth it (as browser extensions are mostly not supported by mobile browsers).
May I ask your opinions?
