Is the link exchange a good option to increase DA.

Hello fellow Indies,

I have a new website wewaat.com and my DA is 0.

Recently I got many people reaching out for link exchange on social networks from startup groups.

Is the link exchange smart move to increase DA of the website, because I read that in some cases Google penalize the link exchange?

In case it is optional, what would be the best way to add links of other websites to my website? To some of the main pages or in the blog pages?
