Is there any Ad service can target users of specific app?
I launched an iOS keyboard app for Notion app users. The app received good reception in online Notion communities and had good conversion rate to paid.
I want to experiment with placing ads. My app will only be useful to Notion users on iOS. I am new to ads. Are there any ad services that can only show ad to users with iPhone and use Notion app?

That's likely too specific for ads, you might be able to target keywords on Google / Apple store, but you're going to pay A LOT since this is a bidding system, and usually smaller audiences costs way more.
You probably have more chance doing SEO and posting on specific communities in this case..
