I have a little dilemma. I have a list of potential customers with their emails, mobile phones and websites. I figured I cannot use emails and SMS as that can be considered as spam (even though I do not plan to annoy anyone).
But how about using contact forms on my "future" customer's websites to tell them about my product/service. I'd need to visit each potential customer's website and write them a message on their own contact forms.
I'd love to actually send emails and SMSs, but I obviously wouldn't want to do anything that can be deemed illegal.
Any idea on how to get around this? I thought of cold calling each one and asking for a verbal authorization to receive email and/or SMS.

You can upload your list to most advertising platforms (Facebook, Twitter, LinkedIn..) and create a target group of people thats user accounts match the list of your emails.
A bit of a gray area, but it's a non-intrusive way to get your message to their eyes. If your product is really something they need, you should get really cheap and targeted clicks.

I think it might depend on how you acquired the list and how you approach them.
I got it legally, it's open data where I live (sorry cannot give specifics). But I did not have the consent of the targets to send them anything!
I personally only email people that have contacted me or selected to be contacted by me in the future when giving me their email address
I think that a contact form (if not part of a personal / portfolio) is not a great way to apprehend future customers because the usual case is, that a contact form is intended for support/info related to their business(es).
I've received dozens of efforts like this through my website and I won't even read them.
Calling would be my go-to method in this instance.

I'm really struggling with marketing/sales.
I think I want to try the form thing anyway. Well, as long as it's not illegal. It might be not effective but at least it's not as scary as calling & talking "live" to people I do not know.
The team is just me and another person. We are both Engineers and are stuck! The MVP is built and working well for our friends. but now we need go out and sell it!
Building an MVP is usually the easy part and selling requires wits and a strong will to continue. Go hard, go strong and never give up!

Your absolutely right! We need to engage a sales person but my partner won't budge. He intends to keep 50% as is!
