Landing page not converting! what is the issue?
I'm thinking of launching a new product that would create a website from your business's Facebook page. I'm running ads & the CPC is around 0.12$ which I believe is pretty cheap but from around 230 clicks only 3 people signed up for the waitlist. There is an issue with my landing page or people are not interested?

There are many reasons for that, in my opinion
1.) Your ad may not be niche driven, I really suggest going niche driven ads, so it resonates with the most people in that niche, it's fine to create multiple niche ads to get the attention of multiple niche people. But, in today's world, it makes it more appealing compared to generous ads.
You can lead them to a separate page which talks about their niche, as a subpage or kind of, maybe in case you think so.
2.) Second option: maybe your product is not ready yet, so maybe people are not considering it at the moment.
