In 6 months, if this tactic gets picked up at scale, those same users are going to receive 15 DMs all asking the same question, and it'll start feeling like exactly the spam it was trying to avoid.
A few variations I'd test to stay ahead of that:
Reference the specific framework. Instead of "that resource," say "that [specific name] framework the OP promised." Shows you actually read the post and aren't running a template.
Lead with a piece of the resource upfront. Don't ask if they got it — just send them the first actionable part. "The OP never sent the framework. Here's the part I use most: [one concrete insight, 2-3 sentences]. Happy to share the rest if useful." You convert the cold DM into a value delivery on turn one.
Filter by comment quality before messaging. People who wrote "commenting for the resource" are low intent. People who wrote "this is exactly my problem because [specific context]" are qualified leads. Segmenting that list before DMing probably 3-5x's your response rate.
Genuine question back: when you pull everyone who engaged, do you see a meaningful difference in response rates between people who just liked vs. people who commented? My intuition is commenters convert better because the public declaration of intent is stronger, but I've never seen data on it.
