Looking for a "Smart iOT" Product designer

For my mobile app, Dart Scores, I'm looking to develop a physical product as an add-on.

My mobile app is a scoreboard and trainings app for darters. I am now looking to develop a physical product to go with it, that automatically detects scores of players of steel-tip darts. As I lack any knowledge of hardware design myself, I currently have no preference in what this product would work or look like, only that it registeres scores on a dartboard based on some sort of sensor/camera input, and then is able to communicate that to a mobile phone.

I would highly appreciate tips, referrals or applications from anyone (from the Netherlands) with experience or know-how in this field.
