Do you have any suggestions on the best way to reach out for testimonials? Also, would it be a good idea to offer the boilerplate for free or at a discount in exchange for testimonials?

Definitely offer a hefty discount or even for free to get an initial wave of testimonials. Testimonials are easier to get when you reduce friction and offer an incentive. So continue to offer some kind of an incentive and use testimonial software ( like testimonial.to or others) to make it easier to get them.
