Looking for AI tool advice about analyzing uploaded documents and generating documents

I am trying to determine if there exists a set of AI tools that would allow me to upload a pdf file containing instructions for a response document, and generate the a text document with the outline called for in the input document. I have to believe this is already doable, and that I can build the service I want to build using pre-existing tools or no-code systems.

I work in government proposals, and it would be very helpful to be able to upload a Request for Proposal document (RFP), which contains instructions about how to respond, including formatting and required documents, and generate the required file structure or at least document outlines based on the input RFP document.
