Looking for cofounder/developer for Github app

I'm looking to build a Github app that can read through the docs and previous issues when an issue is created, and direct the author of the new issue to some helpful resources. I'd like for someone to jump on board as a partner in this. Someone with technical skills is ideal, and some marketing/product launch experience would be cool as well!
