Looking for CTO/Co-founder

I'm looking for a CTO for my new Startup. I'm a Product Guy and I'm currently building a Fintech Product here in Nigeria that would make Payment Processes among Local Vendors, In-stores and Consumers seamless.

The idea is to build a product people can use to make payment at any stand as easy as just pointing their phone camera. I'm looking for a CTO, a developer with a lot of knowledge on E-wallet but most especially on QR Code.
