I built quickpoll pretty quickly. I think it's a cool Idea that could work out.
However I realized I have absolutely no interest in doing any marketing or sales.
I don't have a single customer or beta tester yet. I think of this as not validated and I essentially want to pay someone, either directly or based on sales, to do that step for/with me.
I'm open to any kind of arrangement. It would obviously be great to find a long term non technical partner too. Someone with ideas, an audience and marketing skills. I got the technical part pretty down.
I'd be willing to spend around $500. I think this should be more than enough budget to either come to the conclusion that this is worth pursuing or not.

I built swiftpoll [dot net], and I am facing a very similar problem! It's a visibility problem and sometimes it just feels like asking yourself chicken vs egg which came first.
On my end I have started twitter ad campaigns, and Adsense soon. The impressions are artificial at this point but hopefully it'll grow slowly and gain traction that sticks.
I think the best ways to make visiblity work is to befriend very famous people, instagram stars with millions of followers, or in your case non-franchised (or franchised, may be more difficult) restaurant owners that may agree to put up rating stickers with QR codes.
I think the best way to validate would to talk with your potential customers. It could be done via emails and / or linkedin. Do you have a customer persona (your ideal client type)?
